The Punjab government has announced a major initiative aimed at helping young people secure overseas employment opportunities through a new program called the “Parwaz Card.” Under the scheme, 45,000 youth will be facilitated for foreign jobs over the next three years, combining skills training, financial support, and full pre-departure assistance.
The Planning and Development Board has approved Rs. 6.9 billion for the initial three-year phase of the project. According to official sources, the program will be rolled out in phases — 8,000 beneficiaries in the first year, 15,000 in the second, and 22,000 in the third year.

Skills Training and Global Workforce Preparation
The Parwaz Card program will prepare workers for high-demand international sectors, including healthcare, construction, information technology, and technical trades. Selected candidates will receive skills training, skill verification, and pre-departure orientation to meet international employment standards.
The government will also cover key expenses such as biometric registration, medical tests, protectorate fees, and air tickets, significantly reducing the financial burden on job seekers.
Interest-Free Loans With Easy Repayment
Each selected participant will be eligible for an interest-free loan ranging from Rs. 150,000 to Rs. 1 million. The loan will include a three-month grace period, followed by 15 months of easy installments.
Monthly installments will range between Rs. 12,000 and Rs. 80,000, depending on the loan amount. Additionally, beneficiaries will be allowed to withdraw up to 20% of the loan amount in cash to meet immediate personal expenses.
Eligibility Criteria and Economic Impact
Applicants must be permanent residents of Punjab and possess a valid overseas job offer letter. The government estimates that the scheme could generate up to $200 million annually in foreign remittances, contributing to economic stability while creating sustainable employment opportunities for young Pakistanis.
The Parwaz Card initiative reflects Punjab’s broader strategy to empower youth, reduce unemployment, and strengthen Pakistan’s presence in the global labor market.
