Major Update: Recruitment Process in Punjab Government Departments to Change

The Punjab government has begun preparations to introduce significant changes to the recruitment process in government institutions, aiming to speed up hiring and introduce greater flexibility.

According to official sources, the government is considering a proposal under which initial appointments will be made on a lump-sum pay package instead of traditional Basic Pay Scales (BPS). Under the new framework, recruitments will be carried out based on eligibility criteria rather than existing service rules.

Sources say that once the proposed amendments are approved, the long-delayed recruitment process in provincial departments is expected to accelerate, and new positions will be created under the lump-sum pay structure. Requests for relaxation in the ban on lump-sum appointments will be presented to the government on a case-by-case basis.

After formal approval, departments will be allowed to hire staff on lump-sum contracts instead of the conventional system, while recruitments through the Punjab Public Service Commission (PPSC) will continue under the existing rules. For posts in Grade 5 and above, relaxation cases will continue to be reviewed through the relevant forums, as per current procedures.

Under the proposed plan, appointments from Grade 1 to Grade 4 will be permitted on a lump-sum pay package. Instead of framing detailed service rules, the government plans to define eligibility criteria, creating a new recruitment pathway. Officials believe this move will bring greater efficiency, flexibility, and speed to the government hiring process.
